CPUD Conservation Program

A free energy analysis is available for all Clatskanie PUD customers. This includes site-built, manufactured or mobile homes, apartments, attached living units, businesses and rentals. Renters must have written approval from the property owners before work can begin.

An Energy Service Representative will meet with you at your home or office and analyze your energy needs. They will make recommendations to help lower your energy bills and make your home or office more comfortable all year round. To schedule a free energy analysis, please call the Energy Services Department at (503) 728-2163.

Cash incentives and low-interest loans are available to qualified customers for electrically heated homes to help complete recommended measures. Such measures include adding insulation to the attics, floors or walls, weather-stripping, caulking or sealing air leaks, replacing windows, duct wrap and repair ventilation for attics and crawlspaces. 

You must have an energy analysis performed by a CPUD Energy Services Representative before you complete the measures to receive the incentive or qualify for low-interest loans.

Questions and Answers about Savings Plus Incentives

What are the incentives for weatherizing my home?

After you have received recommendations from your free home energy analysis, either cash incentives or credit on your current CPUD bill will be available to help you complete the project.  The incentives for qualifying measures are: $1 per square foot for added insulation to walls, floors and ceilings in electrically heated areas; and $1 per square foot for Energy Star rated replacement windows.

How do I get the ball rolling?

To schedule an energy analysis call the PUD at (503) 728-2163 during regular business hours 8 a.m. to 5 p.m., Monday through Friday. The analysis takes about an hour. Access to your attic and crawlspace openings need to be cleared prior to the appointment. You will be given a list of qualifying measures for your home and a list of PUD qualified installers.

What are the payback times?

Caulking, weather-stripping and simple insulation measures usually payback in energy savings in less than one year. Wall, floor and attic measures usually have a three to four year payback. Window replacement and heat pumps usually will have a longer payback depending on the installation cost and energy savings achieved.

Will I still qualify with electric heat and a wood stove?

If you can heat your home with the electric heat, any type of back-up heat including a wood stove will qualify.

Who can do the work?

Contact the PUD for a list of qualified installers. However, you may use any contractor who is licensed and bonded with the State of Oregon Contractor's Board to install the measures. We welcome and encourage new qualified contractors to sign up for our program.

Could I do the work myself?

Yes, all work must meet the PUD specifications and be installed to or above Oregon Building Code. No incentive will be paid for a homeowner's labor. Receipts must be available for all material installed.

Do you have incentives for heat pumps?

 CPUD offers a $500 incentive for qualified heat pumps and a $100 incentive for duct sealing.  The energy services representative will explain this program to you at the time of their visit.

Do you offer incentives for energy efficient new homes?

Yes, we offer $1000 incentive for new stick built or manufactured homes built to the Energy Star qualifications.  Contact the CPUD before you start building or purchase your new home.

What other incentives do you offer?

We offer a $50 incentive for Energy Star qualified dishwashers, refrigerators, freezers and clothes washers.  Energy efficient water heaters qualify for a $50 incentive and water heaters that have a 20 year warranty or longer qualify for a $100 incentive.
