CLATSKANIE P.U.D. LINE EXTENSION POLICY FOR
INDIVIDUAL, SUBDIVIDERS, COMMERCIAL, AND INDUSTRIAL CONSUMERS
Resolution No. 12-03 Adopted: October 24, 2012 Effective January 1, 2013
Purpose: This policy provides for consistent methods of extending electric service to areas of the District. This policy is established to fairly allocate the cost of powerline extensions to serve new load and facilitate the development of the most reliable, efficient and economic electric distribution system. Should there be any conflict between this policy and any other previously adopted policies or rate schedules adopted by the District Board of Directors, this policy shall govern.
A. RESIDENTIAL CUSTOMERS :
The District will provide residential customers up to 200 feet of combined secondary service and/or distribution facilities including the cost of the meter and transformer for the first, single-phase service less than 400 Amps/240 Volts on each tax parcel served. The District-provided standard facility cost will be calculated and updated no later than March 1st of each year for a fixed-price credit allowance to the customer to be applicable during the following year. Payment of all costs required of the customer shall be made by the customer, to the District, in advance of construction. The cost to the customer shall include, but is not limited to, the estimated cost of construction beyond the first 200 feet of allowance and all costs over and above the standard projected facility costs as calculated by the District. Payment arrangements may be available for customers with good credit ratings according to the current credit and collection policies of Clatskanie PUD.
As stated above, the customer will be responsible for all costs over and above the standard costs for line installations within the first 200 horizontal feet, as measured along the conductor route. These costs may include, but are not limited to, directional boring, blasting or additional protection for shallow burial depths. The customer is required to provide the District with cleared rights-of-ways and easements for all facilities necessary between the existing distribution system and the beginning of the service lateral which serves the customer’s facility. The customer will provide all necessary trenches and will backfill and restore all surface conditions after installation of all electrical facilities.
The District will provide a detailed, written, not to exceed estimate, for the line extension after payment of $50 toward engineering fees. Credit for these engineering fees will be made to the project upon installation of the permanent facilities. Major redesign changes may be subject to additional engineering fees. These fees are not part of the initial District provided 200 feet.
B. LARGE and COMMERCIAL/INDUSTRIAL SERVICES (Commercial or Industrial Services; any service 400Amps or greater; voltages over 240Volts; or any three phase service)
Line extensions for all electrical facilities to commercial or industrial services, three phase and those services greater than those provided for in the Residential Services section of this policy shall be installed in accordance with provisions stated in a signed contract between the customer and the District.
C. DEVELOPERS AND SUBDIVIDERS
This section covers but is not limited to platted subdivision tracts and lots, mobile home courts and multi-family dwellings. A subdivision shall be considered as any parcel that is divided into two or more tax parcels.
The Clatskanie PUD will provide a detailed estimate after payment of $100 per lot or parcel, for a written, not to exceed estimate, toward engineering fees. Credit for these engineering fees will be made to the project upon installation of the permanent facilities. Major redesign changes may be subject to additional engineering fees.
The developer or sub-divider shall be responsible for all costs of constructing line extensions to or onto property where there are no consumers or load currently associated with such property. A payment covering all costs of constructing the system to the property shall be required to be paid to the District prior to the District beginning construction. The new electric facilities shall be installed underground, unless determined as not practical or feasible by the District. The developer or sub-divider shall provide the District with rights-of-ways easements and acceptable trenches and will backfill and restore all grounds after installation of the primary facilities.
D. TEMPORARY POWER
All costs required to provide temporary power to any customer installations shall be the responsibility of the customer. The estimated cost to install the temporary facilities shall be paid to the District prior to beginning the project. Any portion of a temporary power installation that is used in the installation of the permanent facilities will be calculated by the District and will be credited to the consumer upon installation of the permanent facilities.
Temporary power installations shall be subject to the same engineering fees as required for permanent installations of similar electrical size.
E. DISTRICT SYSTEM BETTERMENT
Should any line extension or portion of line extension be determined by the District to be an improvement to the District’s overall system or considered system betterment, the District, at its discretion, may share in the cost of the project. This discretion shall rest solely with the District.
F. ADDITIONAL COSTS
All cost charged to the customer by the District shall include an additional percentage to cover the cost of all direct overhead expenses. The District-provided direct overhead cost will be calculated and updated no later than March 1st of each year to be applicable during the following year.
